Charlotte Business INClusion (CBI) Program

In accordance with changes to North Carolina Session Law 2026-41 (SB 257), municipalities are required to discontinue the use of race- and gender-conscious participation goals in their procurement and contracting. The city remains committed to providing equal opportunities for all eligible businesses to compete for city contracts. Contract solicitations will continue to be evaluated and awarded in compliance with applicable law.

The Charlotte Business INClusion Program seeks to enhance competition and participation of all eligible businesses in city contracting and promote economic growth and development in the City of Charlotte.

The CBI Program applies to all aspects of CLT's non-federally funded contracting and procurement, including but not limited to the purchase of apparatus, supplies, materials, equipment, construction projects and all service contracts, as well as equipment rental and ease agreements.

The CBI Program certifies Small Business Enterprise (SBE) firms through the small business enterprise certification program.
