ANAF Mission & Guidelines

Mission

The Airport Noise Advisory Forum (ANAF) is established to foster transparency and facilitate open communication between the City of Charlotte Aviation Department (the Airport), the Federal Aviation Administration (FAA), and local communities regarding the impacts of aircraft noise. It serves as a platform for stakeholders to stay informed about Airport operations, noise-related concerns, and ongoing efforts to address aircraft noise at Charlotte Douglas International Airport (CLT).

Overview

ANAF succeeds the Airport Community Roundtable (ACR), which focused on making recommendations for FAA consideration in aircraft operating procedures. As the ACR completed its mission in 2024, ANAF now provides an ongoing, collaborative space for transparent information sharing, regular updates, and community engagement.

The primary goal of the ANAF is to keep local residents and communities informed about aircraft noise at CLT, particularly as it pertains to changes in Airport operations, flight routes, and airspace procedures. ANAF’s mission revolves around providing accurate and timely information to help residents understand how these operations may impact their communities.

ANAF is an advisory body, playing a critical role in gathering and sharing information. The forum allows for discussion and is a conduit through which community members can express their concerns. The overall purpose is to facilitate community awareness and involvement in Airport noise management efforts, ensuring that residents are well-informed and have a voice in the conversation. Membership will come from surrounding communities. The meetings will be held at CLT every quarter. While the FAA is responsible for managing airspace and flight routes, the Airport and ANAF will serve as ambassadors, ensuring that these entities are transparent with local communities about their plans and actions regarding noise impacts.

Success for ANAF can be measured by:

  • Effective Communication: between the Airport, FAA, Airlines, and the community.
  • Community Engagement: solid and consistent representation from the local community.
  • Community Satisfaction: regarding the transparency of information sharing and responsiveness to concerns.

Membership Structure

Anyone can attend and participate in a meeting of the ANAF. Individuals interested in membership in the ANAF must complete an application providing their contact information, as well as:

  • Commit to participate in the meetings in-person. Members who do not regularly attend meetings may forfeit their seat.
  • Communicate intentions, plans and methods of sharing information with their community (e.g., social media, newsletters, neighborhood meetings, etc.).
  • Disclose any potential conflicts of interest including elected or appointed government office, employee or tenant of the Airport, or an individual having a legal claim against the Airport (or a tenant of the Airport).

ANAF Members serve indefinitely and are required to update the Airport of any changes to their contact information. The Airport seeks continued fair representation from all communities interested in airplane noise.

Staff will recruit participants from our noise complaint database and surrounding communities. The Airport will not exclude anyone with interest from membership unless the group exceeds capacity. While being a member is not required to attend the meetings, it will assure you of receiving all communications concerning ANAF. Both the Noise Officer and Facilitator will reach out periodically to provide information and updates.

Meetings & Work Groups

The ANAF will meet Quarterly on the 2nd Wednesday of the month. These meetings will be hosted by the Aviation Department’s Commercial and Community Engagement Noise Office. The meetings will be offered in person. The in-person meetings will be located at the CLT Center, 5601 Wilkinson Boulevard Charlotte NC 28208. While there will not be a virtual option for these meetings, special accommodations could be arranged based on need.

  • Format / Agenda: Meetings will be held quarterly with a structured agenda. The agenda will typically include updates on Airport operations, ongoing studies, and noise mitigation efforts. The goal is to ensure that every meeting is focused, time-efficient, and productive. The ANAF will use standardized formats for reporting and discussion to ensure clarity.
  • Presentation: The presentation of information shall be clear and accessible, utilizing visual aids, graphs, or other tools to convey complex data regarding aircraft noise and operational changes. The goal is to make the information understandable to everyone.
  • Conversation: Meetings will encourage open conversation between Airport representatives, Airline staff, FAA officials, and local community members. The format should allow for both structured dialogue (such as Q&A sessions) and more informal discussions to ensure diverse perspectives are heard and considered.
