In 2023, the City of Charlotte (City) obtained Federal Aviation Administration (FAA) approval to collect Passenger Facility Charges (PFCs) for two projects under PFC Application #10. The City now intends to submit a new application to use the PFCs collected for those two projects. Approval to use the PFCs was contingent upon completing the Safety Assessment and Risk Management processes, which concluded in 2024.
The two projects in the new application are the South End-Around Taxiway and North End-Around Taxiway Extension. These projects are needed to enhance airfield capacity. The new application will include the following:
- PFC level would remain at $4.50.
- PFC effective date for PFC Application #10 is unchanged as April 1, 2044.
- PFC expiration date is unchanged as January 1, 2058.
- PFC revenue under the new use application is $473,435,800 ($317,561,700 for Project 10.4 South End-Around Taxiway and $155,874,100 for Project 10.5 North End-Around Taxiway Extension).
